The U.S. Treasury Department will designate Iran a "primary money laundering concern" on Monday, according to published reports. The designation will not include formal sanctions against Iran's central bank, Bank Markazi, on the grounds the Obama administration believes that would cause turmoil in the oil markets, according to a story by the Wall Street Journal.
