US Proposes Rule to Cut Off North Korea’s Banking Abroad

U.S. officials on Tuesday disclosed their intent to blacklist North Korea as a "primary money laundering concern" under the Patriot Act, citing ties between the country's financial system and nuclear weapons program. If finalized, the designation would require American banks to use transactional records obtained during the "normal course of business" to identify which, if any, of their foreign correspondent clients are processing U.S.-dollar transactions on behalf of North Korean banks, and consider closing their accounts.
