OCC’s Action Against Citibank Highlights ‘Appropriate’ Authority of Compliance Staff

The U.S. regulator of national banks said Thursday in a consent and cease-and-desist order that Citibank N.A. must grant its anti-money laundering compliance department a greater say in business decisions. The 29-page order from the U.S. Treasury Department's Office of the Comptroller of the Currency (OCC) also identified "systemic" deficiencies related to the bank's internal controls, independent testing, customer due diligence, suspicious activity report filing (SARs) and remote deposit capture and international cash letter activities. Anti-money laundering (AML) officials at the South Dakota-based institution should have "appropriate" authority to question business plans and account relationships without "performance input" or evaluations...
